1.进口商检。进口单位向口岸药品监督管理局申请《进口药品通关单》。　　
2.进口单位持《进口药品通关单》向海关申报，海关凭口岸药品监督管理局出具的《进口药品通关单》，进口药品的报关验放手续。

三、报关规范：
1、向海关申报进口列入《进口药品目录》中的药品，报关单位应主动向海关提交有效的进口药品通关单及其他有关单据。
2、进口药品通关单在该单注明的口岸海关使用，并实行“一批一证”制度，证面内容不得更改。
3、任何单位以任何贸易方式进口列入《进口药品目录》的药品，不论用于何种用途，均须事先申领进口药品通关单。一般药品出口目前暂无特殊的管理要求。
