新能源科研测试研究用汽车，客车，摩托车等进口报关通关流程及清关注意事项
一：国家认监委2005年第3号公告(以下简称第3号公告,已于2005年3月3日发布，该公告规定了无需办理或免于办理强制性产品认证的条件，为在进口环节中无需/免于办理强制性产品认证规定的顺利实施，现将有关问题通知如下：

对于可免于办理强制性产品认证的条件的解释
1．为科研、测试所需的产品
本款指的科研是对该产品进行研究、开发，以开发、生产出相关产品所需的产品，并不是指进行研究工作所需的科研器材，本款所指的测试是对该产品进行测试以获得测试数据或测试某一产品的部分性能所用到的该产品(如开发测试某一型号的打印机软件所需进口的少量该型号打印机)。以上产品均不得在境内再次销售或提供给普通消费者使用。

此类产品的免办申请人是对这些产品进行研究、开发、测试的机构，申请人应证明其有相应的研究、开发、测试能力并提供本次研究、开发、测试计划书/项目书。鉴于此类产品的特殊性，在厂家自我声明对其安全性负责后，可免于提供相应的检测报告或符合性证明。
Applicants who are exempt from such products must be institutions that study, develop and test these products. Applicants should prove that they have corresponding research, development and testing capabilities, and provide the research, development and test plan / project books. In view of the particularity of this kind of product, the manufacturer's self statement is responsible for the safety of the product, and may be exempt from the provision of a corresponding test report or a compliance certificate.
2．为考核技术引进生产线所需的零部件
本款指的是从国外引进生产线后，需试运行或考核该生产线所需的Z终成品的零部件。
此类产品的免办申请人是使用引进生产线的工厂，申请时应提供引进生产线的有关证明材料。
3．直接为Z终用户维修目的所需的零部件/产品
此类零部件/产品的免办申请人是维修单位(须提供Z终用户向其申请维修的相关资料)或Z终用户。这些零部件/产品的数量应控制在合理范围内。
本款也适用于少量在用产品出口维修后复进关的情况，但不适用于产品召回改进后复进关的产品。出口维修后复进关免办的申请人应是使用这些产品的公司，申请人应在申请材料中应提供当时出口时的有关单证。
4．工厂生产线/成套生产线配套所需的设备/零部件(不包含办公用品)
本款与国家质检总局《关于民用商品入境验证工作有关问题的说明》(质检检函[2002]55号)“对于进口成套设备、旧机电中夹带有验证范围内商品或为维修成套设备进口验证范围内商品的，经各局检验监管部门认定，如果所夹带的验证范围内的产品与整机是一起安装或配套使用，无须提供认证文件直接放行。"的规定并不矛盾，总局的文件解决的是夹带的问题，而工厂生产线/成套生产线配套用的设备/部件单进口时适用本款。需要说明的是：不是工厂生产线/成套生产线配套用的物品一律不得免办(如工厂/公司所需要的办公用品(如计算机、打印机)等，即使这些办公用品是海关监管的)。
此类设备/零部件的免办申请人是使用这些设备/零部件的工厂。
5．仅用于商业展示，但不销售的产品
此类产品的免办申请人是负责商业展示的公司，申请人应在申请材料中表明展示的时间及展示后该产品的处理方式(不得销售或提供给普通消费者使用)，并其不改变产品的用途。
6．暂时进口后需退运出关的产品(含展览品)
此类产品的免办申请人是使用这些产品的公司，申请人应在申请材料中表明暂时进口的时间。申请人应在申请材料中承诺产品退运出关后两周内到签发《免办Z明》的直属检验检疫局办理核销手续。

7．以整机全数出口为目的而用一般贸易方式进口的零部件
此类零部件/产品的免办申请人是使用这些零部件/产品的工厂，申请人应在申请材料中承诺成品出口后两周内到签发《免办Z明》的直属检验检疫局办理核销手续。
8．以整机全数出口为目的而用进料或来料加工方式进口的零部件
此类零部件/产品的免办申请人是海关《登记手册》/电子中的工厂，为便利企业，对于此类商品，在厂家自我声明对其安全性负责后，可免于提供相应的检测报告或符合性证明。
为便利企业，在监管有效的前提下，对于工厂所在地及进出口报检均在某一直属局管辖地内的企业，各直属检验检疫局可根据本地区的实际情况，采取便利的管理方式。
二：第3号公告中符合免办条件的进口产品/零部件的免办工作由使用/研究/展示这些产品/零部件的所在地直属检验检疫局办理，自2005年4月1日起，国家认监委不再办理符合第3号公告中第二款条件的《目录》中产品的《免于办理强制性产品认证证明》(以下简称《免办Z明》)。

三：汽车进口海关监管条件是需要办理进口许可证和3C认证的，可对于国外新型的车辆或是不打算在中国销售的车辆，国外工厂就不会在中国相关部门办理3C证明也就是说这种情况在正常情况下无法进口该车辆。根据国家认监委2005年第3号公告第二可免于办理强制性产品认证的条件，为科研、测试所需的产品（如上），也就是说汽车相关制造或是科研的机构可以用该方式向相关部门递交资料申请办理免3C，进口车辆到国内作为科研研发使用。
